When a Megaproject Runs on Excel: The Hudson River Tunnel’s Data Challenge

Why Data Continuity Could Make or Break a $16-Billion Infrastructure Project

If you want a quick way to start an argument on a megaproject, ask two people what the “latest” file is. 

Not the latest drawing, but the latest file. The cost spreadsheet? The ventilation schedule? The trackwork phasing plan? The “FINAL_final_for_real_THIS_ONE.docx” that someone swears is current until another “FINAL_final_ for_real_THIS_ONE_v7 (1).docx” strolls in like it owns the place. 

Now scale that problem up to the size of the Hudson Tunnel Project. It is, by any measure, one of the most consequential infrastructure efforts in modern US history: A new two-tube rail tunnel under the Hudson River, plus the rehabilitation of the existing North River Tunnel (in service since 1910) that Hurricane Sandy damaged in 2012. 

The civil engineering is heroic. The logistics are mind-bending. But the quiet make-or-break ingredient is something far less glamorous: data continuity. 

How important is this project? Consider that the Northeast Corridor serves a region that generates roughly 20% of the US gross domestic product, and the Hudson crossing is one of its most critical bottlenecks. We can only imagine the pressure to get it done … and get it done right. 

This isn’t just a big job. It’s a nationally consequential one. The Gateway Program describes it as a roughly $16-billion effort to build nine miles of new passenger rail track, plus almost five miles of tunnel beneath the Hudson River. Targeted for completion in 2035, the ultimate goal is to deliver four modern tracks between New York and New Jersey once the existing tunnel is rehabilitated. 

The civil engineering is heroic. The logistics are mind-bending. But the quiet make-or-break component, especially for anyone working in CAD/BIM and asset delivery, is something far less glamorous or visible: data continuity. 

Because if you can’t keep accurate, up-to-date information flowing cleanly from design to construction to commissioning to operations, construction can be delayed, costs can spiral out of control, and the digital twin needed to maintain the tunnel in the future becomes, in effect, a digital failure. 

The Digital Twin: Beyond the Build

To the uninitiated, a “digital twin” sounds like something out of a sci-fi flick where a hologram of a tunnel tells you it’s “feeling a bit stressed” near the Manhattan bulkhead. In reality, the twin is much more grounded and much more powerful. 

A digital twin is a living, breathing virtual representation of the physical asset. Unlike a static 3D model that sits gathering digital dust after the design phase, the twin can be designed to ingest inspection results, commissioning data, monitoring outputs and operational history over decades. Cracks? Safety system failure? Seepage? The digital twin alerts you to where, how and why.

In the context of the Hudson Tunnel, this means the model could track the torque of a TBM (tunnel boring machine) cutter head, the moisture levels in the ground stabilization zones of the shallow riverbed and the precise version of the structural specifications being used at a given work site. 

In other words, the twin is a connected information ecosystem that stays coherent over time. 

And the Hudson Tunnel Project absolutely demands that coherence. It includes not only tunnel construction but complex interfaces and enabling works (like the Hudson Yards concrete casing connection), plus a rehabilitation program that must be staged carefully to keep rail service operating. 

For the Hudson Tunnel Project, that means the twin must ultimately reflect: 

  • Design models and coordinated BIM data. 
  • Construction sequencing and as-built conditions. 
  • Equipment specifications and systems data. 
  • Testing and commissioning documentation. 
  • Long-term operational and maintenance records. 

If those data streams fracture, or worse, contradict one another, the digital twin stops being trustworthy. A digital twin is only as “smart” and useful as the data flowing into it. If the physical tunnel and the digital model drift apart (a phenomenon known as data decay), the twin becomes a digital ghost: visible, but hauntingly useless. Essentially, an incredibly expensive 3D artwork. 

The enemy here isn’t complexity. It’s data decay. And a digital twin isn’t merely a nice-to-have. It’s a risk management strategy. 

The Common Data Environment: Single Source of Truth or Single Source of Blame?

If the digital twin is like a promise for the future, the tool that keeps projects honest in the present is the Common Data Environment (CDE). In practice, a CDE is not “just storage.” It’s governance that covers: 

  • Clear states (work-in-progress vs. shared vs. published). 
  • Controlled revisions. 
  • Audit trails. 
  • Permissions. 
  • Predictable workflows. 

In other words, all the unsexy stuff that prevents expensive improvisation, because let’s face it, a $16-billion tunnel project is no place for a little improv theater.

On a project where billions of dollars, multiple agencies and years of construction are involved, those controls aren’t bureaucracy. They’re survival. 

The “V2.1_Final_REAL_Final.xlsx” Nightmare

We’ve all been there. You spend four hours manually formatting a table in a design file, only to receive an email ten minutes later: “Hey, disregard that last sheet. Just use ‘V3_Updated’ instead.” 

Every seasoned project professional knows the file naming spiral: 

  • Final.xlsx 
  • Final_v2.xlsx 
  • Final_v2_REVISED.xlsx 
  • Final_v2_REVISED_USE_THIS_ONE_ONLY.xlsx 

Now imagine that multiplied across thousands of documents, multiple joint ventures and a 10+ year project timeline. The mind boggles. 

Here’s the uncomfortable truth: Even on the most advanced CAD and BIM platforms, the project often still runs on Excel and Word data. It’s in: 

  • The compliance matrix that lives in a spreadsheet. 
  • The method statement in a Word doc. 
  • The equipment schedule that starts as Excel, becomes a PDF, and ends up “pasted” into a model sheet. 
  • The inspection log that gets “temporarily” tracked outside the system (and then permanently lives there).

If Excel and Word content is copied into multiple systems, parallel universes emerge. Soon, collaborations turn into an archaeological dig. 

None of this is a moral failing. Office documents are flexible, fast and universal. The problem is what happens next. 

If Excel and Word content is manually copied into other systems (models, drawing sheets, submittal logs), parallel universes emerge. One team updates the spreadsheet. Another updates the pasted version. A third exports a PDF. Soon, collaborations turn into archaeological digs. 

This is how version-control disasters are born: quietly, politely and regrettably, often five minutes before a deadline. On a project the scale of the Hudson Tunnel, the cost of confusion isn’t just rework. It’s a costly, toxic stew of schedule risk, safety risk and claims risk. 

Data Continuity Fails at the Seams (So Automate the Seams)

Most readers will be familiar with the concept of “seams,” but on the off-chance that a greenhorn reads this article, we’re quickly going to give a brief explanation. 

In the context of digital delivery, “seams” are the boundaries where information moves from one system, format, team or workflow to another. They’re the transition points where data is translated, re-entered, exported, imported or interpreted. And because transitions introduce friction, seams are where information integrity most often breaks down. 

Most CDE conversations focus on getting CAD/BIM files “into the system.” Obviously, that’s necessary, but it’s not the whole picture. The real failures happen at the interfaces or seams, such as:

The Hudson Tunnel isn’t just a construction project. It’s a 100-year asset. 

The Hudson Tunnel Project is the kind of undertaking that will be studied for decades: funding, delivery, engineering, coordination, and how to keep trains moving while rebuilding the backbone. 

But the day-to-day success, especially for architects, engineers, contractors, MEP and other specialists, will hinge on whether teams can trust their information without holding a séance over conflicting spreadsheets. 

Continuity counts. And continuity isn’t achieved by telling everyone to “be careful with versions” (a strategy with the same proven reliability as telling the Hudson River to “calm down a bit”). 

Continuity is achieved by building a CDE that treats all project information as first-class: models, documents and, yes, that one Excel sheet that always ends up driving the meeting. 

Predictor of Success

No megaproject can afford version roulette. 

The Hudson Tunnel Project is, in many ways, a test of American infrastructure capability. It is also a test of whether the AEC industry can mature beyond manual data wrangling and embrace true information continuity. 

The tunnel boring machines will do their job. The question is whether the data pipelines will do theirs. 

When this tunnel opens to traffic, the impressive steel and concrete will be visible. But the unseen, unsung heroes of the project, the spreadsheets and Word docs that silently made it happen, will not.

A Word About Links

Files often contain links. We generally refer to these files as the parent files. The links point to other files which we call child files. In the case of CAD/BIM files, this is how other files are “referenced” to a main project file.

When the child files are moved or renamed, the links in the parent files break.
